A tax practitioner who complained to a federal watchdog about the slow response from the Taxpayer Advocate Service (TAS) regarding a tax refund was granted a review by TIGTA, which found that the phone service provided by TAS offices was slow and inconsistent. The review revealed that some phone lines were not in service, voicemail boxes were full, and recorded messages and callback time frames were inconsistent. Only two offices answered calls, while 56 calls went to voicemail and 16 voicemail boxes were full. The findings align with previous reports by National Taxpayer Advocate Erin Collins, who criticized the IRS for using a metric that does not accurately reflect the service received by callers. TIGTA made several recommendations to improve the TAS phone service, including monitoring phone lines and responding to voicemail messages throughout the day, updating voicemail message scripts, and ensuring consistent and accurate information on the TAS and IRS websites.
